Nico e120b47a49 Led Out Report, Minor Keyboard + Mouse changes

Added Led Out Report (with definition)
Is the getLEDs() name okay?
Adds 44 bytes flash if activated

Added missing Keyboard + Mouse definitions
Changed Mouse HID report a bit

Added definitions to en/disable current reports
No bigger changes to the HID Api were made
